The Coordinated Public Transit – Human Services Transportation Plan serves as a guiding document to the development of Public and Specialized transportation in the four county region of Boone, Clay, Kanawha, and Putnam Counties. The plan was developed through the identification of the existing transportation resources, a review of the unmet needs and gaps in service and recommendations for improvement focused on seven (7) goals. The methodology used in this plan includes appropriate stakeholders in the region and a process that included participation by older adults and individuals with disabilities. The Regional Intergovernmental Council’s (RIC) prior planning efforts were reviewed in this plan and the RIC continues to be a party to leading implementation from this plan.

Public Transportation
Public transportation providers offer a mix of scheduled fix route and on demand transportation services for the general public and specialized transportation for senior citizens and citizens who qualify under the American with Disabilities Act (ADA) and other criteria.
Specialized Transportation
Specialized transportation providers offer a variety of transportation services, ranging from providing transportation for home delivery of meals to transportation for employment opportunities, recreational activities and medical appointments. The primary users of specialized transportation services are senior citizens and disabled individuals.

This service provides general public bus transportation for Lincoln, Logan and Boone Counties and operates six major routes: Ranger to Barboursville, West Hamlin to Southridge, Upper Mud River (central Lincoln County), Ranger to Logan, Clothier to Madison and Wharton to Madison. TriRiver Transit passengers can transfer to the TTA in Barboursville or KRT in South Charleston to make trips into downtown Huntington and Charleston respectively. TriRiver Transit provides route-deviated service as far as ¾ of a mile (requires 24 hour advance notice) for any passenger. Hours of operation: 7 AM to 7 PM, Monday through Friday.

This service provides public bus transportation throughout most of Kanawha County using a fixed route system. Areas served include Charleston, Montgomery, Dunbar, Nitro, St. Albans, Cross Lanes, Clendenin, South Charleston, East Bank and Belle. KRT is a non-emergency Medicaid transportation provider.
Hours of operation: 4:15 AM to 12:45 AM, 7 days a week.

This service provides transportation primarily for disabled individuals in Boone, Kanawha, Clay, Jackson, Roane and Putnam Counties. Transportation is provided to educational sites and recreational and social activities.

Non-Emergency Medical Transportation (NEMT)
Recipients of Medicaid and Handicapped Children’s Services may request reimbursement for the cost of transportation in connection with receiving medical services. Payments are made to the client of the transportation provider and may also include meals, lodging and turnpike tolls, when required. Those who participate are:
